Virginia Senator Charged in Cannabis Scandal

Federal prosecutors allege Louise Lucas used her political power to shield a marijuana business from scrutiny.

The tension in Virginia politics has reached a breaking point as federal authorities move against one of the state’s most influential Democrats. Senator Louise Lucas, 82, surrendered to investigators this week. She faces charges of racketeering and a money laundering conspiracy. Six other individuals, including family members, are also in custody.

The Justice Department alleges Lucas used her position to protect a cannabis business she co-owns. Attorney General Todd Blanche stated that Lucas prioritized her financial interests over her constituents. He insisted the case is not a political payback. Blanche and FBI Director Kash Patel announced the charges in Norfolk. They urged the public to read the indictment to understand the evidence.

The timing of the indictment has sparked debate. It arrives just 12 days before the midterm election. Federal agencies usually avoid such moves so close to a vote. Virginia Governor Abigail Spanberger criticized the timing in a statement. She noted that Lucas is presumed innocent until proven guilty. Spanberger read the charging document and emphasized the need for a fair defense.

Lucas reacted with defiance in a social media post. She described the action as the full weight of the federal government being wielded against an 82-year-old great-grandmother. She referenced her history under Jim Crow. Lucas said she has spent her life fighting back and is not stopping now.

The investigation predates the current administration. However, agents searched Lucas’s office and The Cannabis Outlet in May. The store is located on High Street in Portsmouth. Lucas has said the shop sells legal hemp and CBD products. Virginia has legalized possession but not retail sales of recreational marijuana.

Indictment details suggest the group used business entities to hide proceeds from illegal distribution. One intercepted call from February 2026 caught Lucas saying this was their last chance at generational wealth. She reportedly added that she has gotten too old to not be greedy.

Lucas has served in the state senate for 34 years. She is a prominent backer of marijuana legalization. She currently holds the purse strings as chair of the Senate Finance and Appropriations Committee. Her office in Portsmouth also houses her disabilities services business.
